SFA Purchasing Processes

Stephen F. Austin State University purchasing guidelines are governed by Texas Education Code 51.9335 and University policies and procedures approved by the University's Board of Regents.

After the Texas Council on Purchasing from People with Disabilities Set-Aside Program (TIBH) is considered, the Education Code allows the University to determine which purchasing process represents the best value. The bidding thresholds are defined and designated by University policy.

In addition, the University is allowed to use, at its option, TBPC state contracts, TBPC TX-MAS contracts, State of Texas DIR and Tex-An contracts, and other State Agency contracts.

Please note that if the University declares a purchase an emergency for financial or operational reasons, all purchase options and bidding thresholds are waived.

PURCHASING PROCESS BIDDING THRESHOLDS

Competitive Bidding

Using Low Bid or Best Value Bid Criteria for evaluation

$0-$5000 Printing only: minimum 2 bids when using state funds

$0-$5000: No Bids Required all other products and services

$5000.01-$25,000: Minimum 3 informal bids required including at least 50% HUB vendors

$25,000.01-up: Minimum 5 formal bids required including at least 50% HUB vendors

Catalog Purchase Program

Using Best Value Criteria for evaluation

Only used for purchases exceeding $5000

$2000.01-$10,000: Minimum 3 informal price comparisons required from CISV (Catalog Information Systems Vendors) including at least 50% HUB CISV

$10,000.01-up: Minimum 5 formal bids required including at least 50% HUB CISV

Competitive Sealed Proposals or Request For Proposal

The Request For Proposal process may be used as determined by the Director of Purchasing using the process established in Texas Government Code 2156.

All solicitations shall include HUB vendors of any gender and ethnicity wen identified as providing the good or service identified

Group Purchase Programs

Current Cooperative Memberships:

  • Texas Cooperative Purchasing Network (TCPN)
  • U. S. Communities
  • E&I Cooperative

The University may purchase through group or cooperative purchasing programs without bidding.

We are willing to consider membership in other cooperatives. Please advise the Director if you are able to offer discounted pricing through a cooperative affiliation.

Open Market Contracts This method allows the State of Texas Building and Procurement Commission to secure bids on behalf of the University. This method is not currently used.
