How to become HUB Certified

The first step to becoming certified by the State of Texas as a Historically Underutilized Business (HUB) is determining whether your company meets the requirements for HUB certification.

A Historically Underutilized Business...

...is at least 51% owned by an Asian Pacific American, Black American, Hispanic American, Native American, and/or American woman,

…is a for-profit entity that has not exceeded the size standard prescribed by 34 TAC 20.23, and has its principal place of business in Texas, and

…has an owner residing in Texas with a proportionate interest that actively participates in the control, operations and management of the entity’s affairs.

If you believe your business meets these requirements, a HUB certification application must be completed and submitted to the Texas Procurement and Support Services (TPASS) HUB Division. If you need assistance in completing the forms, you may contact the SFA Vendor Relations Manager, 936-468-4529.

Centralized Master Bidders List (CMBL)

In conjunction with completing a HUB certification application, vendors may register for the State of Texas Centralized Master Bidders List. Certified HUBs are included in the CMBL search regardless of whether they choose to pay the annual fee; however, there may be other benefits associated with paying the CMBL registration fee.

Agencies researching potential bidders typically retrieve information by commodity code. Identifying the correct commodity code(s) applicable to your company’s goods or services is very important. Institutions of Higher Education are not required to use the CMBL; however, SFA uses it as a first resource in identifying HUB vendors.
