Summer Enrollment is almost here (2019)

Summer Enrollment is the one time of year when you can make benefits changes without having a qualifying life event.

Get ready for Plan Year 2020, which starts September 1, 2019 by reviewing your health plan and the following optional benefits.

  • Dental insurance. During your Summer Enrollment phase, you can enroll in the State of Texas Dental Choice Plan preferred provider organization (PPO) or the DeltaCare USA dental health maintenance organization (DHMO).
  • Vision insurance. If you have an eye disease or injury, your health plans covers diagnosis and treatment. Some health plans cover an annual vision exam and offer discounts on glasses or contacts. If you enroll in State of Texas Vision, you can save money on eye exams and eyewear for you and your dependents. See State of Texas Vision webpage for Active Employees.
  • The Texas Income Protection Plan (TIPP). Short-term and long-term disability insurance can help you make ends meet if you can't work because of an illness or injury. Disability coverage also helps you pay the bills if you can't work because of pregnancy complications or recovery from childbirth. If you elect short-term disability coverage, you can get up to 66% of your paycheck for up to five months. Long-term disability coverage allows you to receive up to 60% of your paycheck until you are able to return to work or reach the Maximum Benefit Period, which is based on the age when you become disabled. New administrator for Dental PPO and DHMO

Delta Dental will become the third-party administrator (TPA) of the State of Texas Dental Choice preferrA person is getting a dental check uped provider organization (PPO) plan, and DeltaCare USA, an affiliate of Delta Dental, will become the new dental health maintenance organization (DHMO) carrier on September 1, 2019. These dental plans are available to Texas agency and higher education employees, retirees and their eligible dependents. HumanaDental has been the TPA for the PPO and insurer for the DHMO since 2009.

The State of Texas Dental Choice PPO is a self-funded plan, meaning that ERS sets the plan design and pays for the plan's share of eligible dental care expenses. The TPA manages the provider network and processes the claims. ERS uses TPAs for its benefits plans to help keep administrative costs low.

ERS chose Delta Dental to manage the PPO and to offer the DeltaCare DHMO based on their large provider networks and estimated costs that were lower than those of other companies that bid on the contract.

Summer Enrollment is over… now what?

Summer Enrollment-that one time of year when you can make changes to your health benefits without having a qualifying life event (QLE)-has ended. Some of you made benefits changes; others decided to continue with what they already had.

What are some next steps? Here is valuable information from the ERS' Customer Benefits Division for some tips.

Confirm your enrollments

Whenever you make a Summer Enrollment election change, look for a confirmation from ERS. The confirmation will be sent immediately to the email you have on file or it will be mailed to the address on file at ERS.

Hold onto your confirmation letter so you have a record of what changes you made. Then, when you get your October paycheck, make sure the pay stub matches the elections listed on your confirmation letter.

If there is a conflict, first talk with your benefits coordinator or human resources office. Your benefit coordinators can help confirm if the elections you made are reflected accurately.

Contacting program administrators with questions about coverage and care

If you have a question about how to set up a primary care physician or use dental or vision benefits, go the plan's website.

Remember that ERS' main role during Summer Enrollment is to enroll you in the plans of your choice. ERS arranges to have your eligibility verified, but the best source for information about coverage and other program features is the third-party administrator (TPA-Alight)

Verifying dependents

If you enrolled your dependents-children or spouse-in health coverage during Summer Enrollment, you need to send documents proving their eligibility. If you haven't already, you should get a letter from Alight Solutions very soon. Please pay close attention to any letters, calls or emails from Alight. If you're having trouble getting the needed documents by the deadline, call Alight before the deadline to talk about your options. If you don't send documents proving a dependent's eligibility by the deadline, that dependent will be dropped from coverage in all Texas Employees Group Benefits Program (GBP) plans. Reminder to all SFA Employees - next week (July 15 - 21) is the last week for you to make changes to your health and other benefits during Summer Enrollment. You can make changes by going online to ERS at http://www.ers.texas.gov/ and clicking on Benefits Enrollment. If you have difficulty navigating the site, please contact the HR Department.

It is very important that you keep the confirmation statement that ERS sends to you! Confirmation statements are sent either to your email address on file with ERS. If not email address is listed, ERS will send the confirmation by mail.

This is your documentation that ERS confirmed the change request and your opportunity to review what changes were made. If you do not receive a confirmation statement, this means that an error occurred and the change was not completed. If this happens, you will need to go back into the ERS system and make the change again and 'submit' the request. You should then receive the confirmation statement of the change.

Once you receive a confirmation statement, review it thoroughly. If a mistake has been made, you can make corrections by logging in to your ERS OnLine account and clicking on Benefits Enrollment. ERS will only allow corrections until the end of July. Mistakes discovered after September 1st, will be subject to a review of your confirmation statement indicating the changes made during summer enrollment and must be made before October 15, 2018.

Benefits Summer Enrollment guides are now available on the Human Resources website. Get a head start on reviewing your benefit election options. Expect to receive your Personal Benefits Enrollment Statement from ERS soon (mailed to your home address).

Your Personal Benefits Enrollment Statement from ERS

Each year, ERS mails a Summer Enrollment packet to participants eligible for the Texas Employees Group Benefits Program (GBP). The packet includes a Personal Benefits Enrollment Statement (PBES) listing current GBP benefits and other enrollment options. The PBES is generated from information in ERS OnLine as of June 1 at 7 a.m. CT. As you know, Medicare eligible retirees will have their enrollment in the fall.

This year, the Participant Information Section of the PBES will display coverage information for the participant and up to two dependents. Participants can log in to their ERS OnLine account to find information about other covered dependents.

ERS will start mailing personal benefits enrollment statements on June 12th. Please confirm your permanent address is correct to ensure you receive your benefits statement.

Benefits Summer Enrollment dates are July 9 - July 21

Benefits summer enrollment is fast approaching. This year, SFA employees can make benefit election changes between July 9th and July 21st.

In order to ensure you receive Summer Enrollment communications from ERS, please take a moment to confirm your address in mySFA and update if needed (My Contact Info à Update Address & Phone).
